    Goal: To= =20 increase the level of student achievement in mathematics= and=20 literacy by examining instructional practices, school po= licies=20 and procedures, and student data in order to raise=20 standardized test scores.

    Goal: Two=20 percent of students who are included in the ESL subpopul= ation=20 will be dismissed from the ESL program annually due to=20 achieving district exit criteria.

  1. Based on a comprehensive needs assessment th= at=20 reflects and in-depth trend analysis for multipl= e data=20 sources across multiple grade levels and content= =20 areas, we found our areas of need in our combine= d=20 population and all subpopulation groups to be Co= ntent=20 Reading (57.8%) and Writing Content (69.3%) and = Style=20 (69.5%). A 3 year (2007-2009) trend analysis sho= ws an=20 overall decrease of 5.9% in Literary reading, 11= .8% in=20 Content reading, 2.9% in Practical reading, 8.5%= in=20 Writing multiple choice, 0.7% in Writing Content= , 0.5%=20 in Writing Style, 4.3% in Sentence Formation, 1.= 7% in=20 Usage, and 4.4% in Mechanics.This conclusion has= been=20 obtained by studying the CRT (ACTAAP EOC data),= =20 formative assessment data, etc.=20
  2. Graduation Rates: In 2006-2007, the graduati= on=20 rate was 81% (34% black, 47% non-black). In 2006= there=20 was an increase in the graduation rates with the= =20 exception of the black subpopulation. In 2007, t= here=20 was a decrease in the graduation rates of both t= he=20 combined population and non-black subpopulations= and=20 an increase in the black subpopulation. In 2008 = the=20 graduation rate was 84% (45% black, 55% non-blac= k). In=20 2009 the graduation rate was 89.9% (47% black,52= %=20 non-black). It is the goal of JHS to reach a 100= %=20 graduation rate.=20

Benchmark At the end of the 2009 school year, 37% of our=20 combined population were proficient or above in=20 literacy. At the end of the 2010 school year, 67.7= 5%=20 will score proficient or above. At the end of the = 2009=20 school year, 26% of the African American students = scored=20 proficient or above. At the end of the 2010 school= year,=20 36% will score proficient or above. Annually we wi= ll=20 improve by 10% (safe harbor). At the end of the 20= 09=20 school year, 18% of the economically disadvantaged= =20 students scored proficient or above. At the end of= the=20 2010 school year, 28% will score proficient or abo= ve.=20 Annually we will improve by 10% (safe harbor).

The trend analysis reflected an incre= ase of=20 8.3% in Language of Algebra, 4.5% in Non-Linear= =20 Functions, and fluctuated increases for Linear=20 Functions and Data Interpretation and Probabilit= y.=20 There has been an overall decrease of .8% for So= lving=20 Equations and Inequalities.   3. Graduation Rates: In 2006-2007, the graduati= on=20 rate was 81% (34% black, 47% non-black). In 2006= there=20 was an increase in the graduation rates with the= =20 exception of the black subpopulation. In 2007, t= here=20 was a decrease in the graduation rates of both t= he=20 combined population and non-black subpopulations= and=20 an increase in the black subpopulation. In 2008 = the=20 graduation rate was 84% (45% black, 55% non-blac= k). In=20 2009 the graduation rate was 89.9%(47% black, 52= %=20 non-white). Jacksonville High School has a progressive=20 discipline system in place that divides offenses= into=20 three levels depending on the severity of the of= fense=20 and gives the student numerous opportunities to= =20 correct their behavior within the first level. L= evel 1=20 is the least serious offenses, and Level 2 and 3= are=20 more serious. Teachers must follow the Disciplin= e=20 Management Plan for Rule 1, Level 1 set forth by= the=20 PCSSD. Subsequent Rule 1, Level 1 offenses as we= ll as=20 the rest of the Level 1 offenses will result in = either=20 Parent/Student/Administrator Conference or Deten= tion=20 Hall for one day that meets at 8:00 AM prior to = the=20 first bell. If another Level 1 offense is commit= ted,=20 their disciplinary action is elevated to In-Scho= ol=20 Suspension for 2 days, 3 days, and then 5 days. = If a=20 student continues to demonstrate this type of=20 behavior, they reach the next progression of=20 discipline which is Out of School Suspension for= a=20 period of 2 days, 3 days, 5 days. Of all of the students who received referral= s=20 during the 2006-2007 school year, the vast major= ity=20 were referred for either Defiant Behavior, Refus= al to=20 Follow School and/or Classroom Rules, or Leaving= =20 Campus or Designated Area. In the 2007- 2008 sch= ool=20 year the vast majority of students who received= =20 referrals were for the same three areas, but wit= h a=20 significant decline. In the 2006-2007 school yea= r the=20 incidents for Defiant Behavior was a total of 14= 22. In=20 2007-2008 the total was 585. For Refusal to Foll= ow=20 School and/or classroom Rules the total for 2006= -2007=20 was 315. The total for 2007-2008 was 249. In the= area=20 of Leaving Campus and/or Designated area the tot= al for=20 2006-2007 was 210 and in 2007-2008 there was a t= otal=20 of 304.There is no data available at the time of= this=20 writing for the 2008-2009 school year.=20
  4. For the 2008-2009 school year, the disciplin= e data=20 shows that 266 black males(78%) and 73 non-black= =20 males(22%) were suspended. The suspension data f= or=20 black females was 122(72%) and non-black females= =20 47(28%). For the 2007-2008 school year, discipli= ne=20 data shows that 256 black males(73%) and 92 non-= black=20 males(27%) were suspended. The suspension data f= or=20 black females was 136 (82%) and non-black female= s 30=20 (18%). For the 2006-2007 school year, discipline= data=20 shows that 303 black males (73%) and 110 non-bla= ck=20 males (27%)were suspended. The suspension data f= or=20 black females was 112 (72%) and 43 non-black fem= ales=20 (28%). This data proves that there is an existin= g=20 disparity rate with both males and females in th= e=20 discipline between black students and non-black= =20 students.=20
  5. For the 2007-2008 school year, discipline da= ta=20 show that 1 black male was expelled and no other= race=20 or gender was expelled. For the 2006-2007 school= year,=20 discipline shows that 5 black males (83%) and 1= =20 non-black male (17%) were expelled. There were n= o=20 expulsions for females. For the 2005-2006 school= year,=20 discipline data shows that 4 black males (80%) a= nd 1=20 non-black male (20%) were expelled. The expulsio= n data=20 for females showed that 1 black and 1 non-black = were=20 expelled. The data proves that there is an exist= ing=20 disparity rate between the expulsions of black m= ales=20 and non-black males.=20
  6. Graduation Rates: In 2006-2007, the graduati= on=20 rate was 81% (34% black, 47% non-black). In 2006= there=20 was an increase in the graduation rates with the= =20 exception of the black subpopulation. In 2007, t= here=20 was a decrease in the graduation rates of both t= he=20 combined population and non-black subpopulations= and=20 an increase in the black subpopulation. In 2008 = the=20 graduation rate was 84% (45% black, 55% non-blac= k). In=20 2008 there was an increase in the graduation rat= e of=20 the black sub-population. In 2009 the graduation= rate=20 was 89.9%(47% black, 52% non-black). It is the g= oal of=20 JHS to reach a 100% graduation rate.=20

In the 2006-2007 school year, all dimensions= On=20 the School Climate Inventory showed an increase = from=20 the previous school year (Collaboration - 3.56 t= o=20 3.61, Environment - 3.32 to 3.39, Expectations -= 3.55=20 to 3.66, Instruction - 3.83 to 3.84, Involvement= -=20 3.72 to 3.73, Leadership - 3.69 to 3.74, and Ord= er -=20 2.82 to 3.07). The Overall Rating also increased= from=20 a 3.50 to 3.58 with the number of respondents=20 decreasing from 85 to 76. In 2007-2008 two of th= e=20 seven dimensions remained the same (Instruction = and=20 Leadership). The remaining five dimensions decre= ased=20 (Collaboration 3.61 to 3.45, Environment 3.39 to= 3.13,=20 Expectations 3.66 to 3.54, Involvement 3.73 to 3= .59=20 and Order 3.07 to 2.80). The respondants greatly= =20 decreased to 41(50% of the faculty). In the 2008= -2009=20 school year no dimensions showed increases, but= =20 Leadership and Involvement showed decreases from= 3.73=20 to 3.40 and 3.59 to 3.41 respectively. The respo= ndants=20 increased from 58 to to 66 this year. In 2009-20= 10 our=20 goal is for 100% participation in the SCI to get= a=20 better representation on our school climate.=20

The School Observation Measure data within t= he=20 Formative Evaluation Process for School Improvem= ent=20 (FEPSI) for the 2008-2009 school year shows that= =20 Direct Instruction is the most frequent teaching= =20 method that is being utilized. In 2007-2008, it = was=20 observed 75.0% of the time, and in 2006-2007, Di= rect=20 Instruction was observed frequently and extensiv= ely=20 only 25% of the time showing that our teachers a= re=20 differentiating their instruction. Cooperative /= =20 Collaborative Learning was not observed or rarel= y=20 observed 100% of the time in the previous three = years.=20 In the area of Instructional Orienatation,=20 Cooperative/Collaborative Learning should increa= se. In=20 the area of Instructional Strategies, use of hig= her=20 level questioning strategies were not observed o= r=20 rarely observed 50% of the time for 2006-2007;=20 however, in 2007-2008, it was observed occassion= ally=20 50% of the time. In 2008-2009 higher -level=20 questioning was not observed or rarely observed = 50% of=20 the time. The Student Activities component of SO= MS=20 indicates that systematic individual instruction= (i.e.=20 differentiated instruction) geared to individual= s was=20 rarely or not observed 100% of the time for all = three=20 years. The data shown here can be tied to our Sc= hool=20 Climate Criteria by linking instructional areas = that=20 need improvement to discipline issues. If instru= ction=20 is positively improved, discipline incidents wil= l=20 decrease in the classroom.=20
  9. The School-Wide Program Teacher Questionnair= e=20 (SWPTQ) was completed for the 2006-2007 school y= ear.=20 There were 76 respondents, and they gave JHS an= =20 Overall Rating of 3.16. In the five dimensions o= f the=20 SWPTQ, the ratings were as follows: Capacity/Res= ources=20 - 2.89, Focus - 3.28, Outcomes - 3.08, Pedagogy = -=20 3.05, and Support - 3.49. There was no SWPTQ com= pleted=20 in the previous year. In 2007-2008 there were 53= =20 respondants, and they gave JHS an overall rating= of=20 3.24. This is a decrease in respondants and an=20 increase in the overall rating.
